I think what Vincent said about S.B.C. - written like that to avoid to be sued :-) - we know well, all of us. Although I'm not from North America, I like to learn from anybody and from any culture. The fellow from North America taught me some years ago when I was just complaining: "Don't hesitate to help yourself!" :-)
I have also learned from my experience that you can't help anybody because some people will perceive your helping hand as an intrusion in their personal private space. So! returning of what Vincent & Fred wrote, please allow me my 2 cents:
It is true that you can help a person that meet simultaneously three conditions:
1. To ask for help
2. To be willing to help themselves
3. To be willing to receive the help
The conditions 1) and 2) are about S.B.C. Only when meeting all three the help will be useful 100%.

Think On These Things:Problem solved.
- If you complain but DON'T offer a suggested remedy, you leave it in another person's hands to come up with a solution.
- EVERYONE who has the capacity to handle a complaint is already busy.
- If they are busy, when will they have time to come up with a solution for you?
- Then, if they don't solve your problem, then what happens to you, your emotions, your nervous system?
- However, if YOU tell what you envision to be a proper solution, it is more likely to engage people on the other end of your problem as well as engender their support of your suggestion.
Or is it?
Do suggestions beat complaints?
